Hans A. Pospiech, a passionate amateur filmmaker and one of the last dinosaurs, says of himself, “I don't have the money to be a genius!” He only keeps his head above water by selling World War memorabilia from his father's estate.
His biggest rival for the rank of film expert in the local amateur film club is its director Nagy, who is an unsuccessful real estate agent with a grumpy character in his main job. The meeting place of the provincial cockfight is the bar of Grete Neuriedl, who can't win any flowers with all her cash-strapped customers. The local vultures include: Pospiech's nephew Alfons, the music dealer Fleischbauer and hobby historian Brunnhuber.
The farce begins when the director of the savings bank, Faltermeier, comes up with a creative financial maneuver to whip his balance sheets back into shape: cultural funding is the name of the trick. He announces a film competition in which the winner has already been decided: the one with the biggest mountain of debt, that is, Pospiech. In Faltermeyer's eyes, he's a deep-sea pecuniary diver... without breathing apparatus. Only Pospiech finally sees his big chance to make film history. And he definitely doesn't want to miss out on that. A film about Adolf Hitler as a private person... personal ruin is virtually pre-programmed.
